Failover utility should check network connectivity between primary and secondary systems. In case of network failure it's better to have both unreachable primary and secondary active than none (It's unclear if primary is still connected to the gateway) .

It seems that the Failover utility is coded to act only when the modules fail and doesn't check if primary is reachable on the network after initial connection. It would be great to have secondary Win911 be activated in case of primary being unreachable.
