Fix FactoryTalk A&E Application Connection After Restart Issue

Give Greater Control to stop,start and connect for FTAE.

Factory Talk A&E Application Connection will not allow any Network Application connection to work for the first time after a restart and an engineer must set the Application to a Local Factory Talk Directory Application (like "InstantFizz_SE" that installs with the FTView Installer as an example), as the local machine Administrator and then after that successfully connects, the engineer can set the Network Application Details and logins and it will work. Clearly a backend sub service is triggered/cleared.
