Add label priority and filtering for WIN911 Control Center Monitoring

It would be useful from an operator perspective to be able to see where an alarm is coming from in our application. We have many different areas and utilities that would be very helpful to categorize at a glance on the monitoring screen in control center. Multiple labels can be added to an alarm, but they are all jumbled up due to not being able to add a priority.
