Configure Callout List members separate from Tactics

Separate the callout lists as a list from the tactic. Have the tactic configuration contain a list of Callout Lists (instead of a list of contacts), The callout lists would execute in the same order as they do currently. The first person of the first callout list is the first person notified.

For example, a group of alarms need to go to Engineering, and a different group of alarms need to go to Maintenance and if not answered then go to Engineering. The current design requires placing a person in both (multiple) tactic-callout lists. This suggestion would create an Engineering Callout List and a Maintenance Callout List. The Engineering Tactic calls the Engineering Callout List, and the Maintenance Tactic calls the Maintenance Callout List then call the Engineering Callout List. Now the addition/removal of a person occurs in a single callout list instead of having to check multiple tactics to determine which one the person is in or should be in.
