Bring back Dialout override functionality.

Customers that have rotating shifts. Makes it much easier to put people on and off the dialer without having them go into works space.

    Comparable functionality in the new WIN-911 is provided by Alarm Bypass in Control Center and Role/Schedule edits in Operator Workspace (or SmartSights Mobile).
