Notification method option for Notify All block

When using a Notify All block in a workflow, it would be very helpful to be able to specify a set of methods to use.


For example, one may want to first notify everyone with the Operator role via email and SMS then notify everyone with the Operator role via a phone call if the alarm has not been acknowledged after 15 minutes.
